      摘要:相对政策执行而言,心态在本质上是一种对预期结果的心理认同和价值评价,反映了学校体育系统运行的活跃程度与健康状况,深刻影响着学校体育政策执行力。新中国成立以来,我国学校体育政策执行整体所呈现的乐观积极、辩证统一、实事求是和创新执着等良好心态,保证了学校体育政策法规的有效落实,促进了我国学校体育整体的发展与进步。但近年来,随着学校体育改革步入“深水区”,面对各种复杂性因素和不确定性因素,局部悲观消极、抱怨排斥、急于求成等不良心态的滋生,导致政策执行的变相迎合和盲目照搬的做法,致使学校体育政策执行效果出现落差甚至反差问题。论文运用文献资料法、访谈法、逻辑分析法,论证了不良心态在学校体育政策执行过程中的潜在危机,深入剖析了不良心态的本质与危害,阐述了政策执行走形式、执行疲劳和走样的表现与制度成因。研究认为:从制度层面突出政策实证性解读,强化互动性操作策略和完善配套性的制度建设,保证政策的科学性和合理性,建立政策执行合作机制,健全评价激励机制,强化标准化考核评估机制,不断激发改革主体的内生动力,充分激活政策的规范、整合、协调和激励等功能,从而化解政策执行不良心态,防范不良心态的扩散和蔓延。

      Abstract: Relative to policy implementation, mentality is essentially a psychological identification and value evaluation of expected results, reflecting the activity level and health situation of school physical education system, and profoundly affects the implementation of school physical education policy. Since the founding of new China, the implementation of school physical education policy in our country has shown a positive attitude, such as optimism, dialectical unity, seeking truth from facts and innovation and persistence, which has ensured the effective implementation of school physical education policies and regulations, and promotes the overall development and progress of school physical education in China. But in recent years, the reform of school physical education has entered into the "deep water", some bad attitudes such as pessimism, complaint, and urgency have showed up in the face of all sorts of complexity and uncertainty, and the policy implementation has become disguised and blindly copied, resulting in less effect or bad effect. This study demonstrated that the bad state of mind is a potential crisis of school physical education policy implementation by the methods of literature review, interview and logical analysis; it deeply analyzed the essence and harm of unhealthy mindset such as disguised copying and blindly copying, explained that the policy implementation is formalized, fatigue and out of shape, and explained the system cause. The study showed that we should stimulate the endogenous motivation of the reform subjects from the institutional level, fully activate the normalization, integration, coordination and incentive functions of the policy, so as to solve the bad mentality of policy implementation. The study suggested that we should highlight the empirical interpretation of policies, strengthen the interactive operation strategy and perfect the system construction of matching, ensure the scientificity and rationality of policies, establish cooperative mechanism of policy implementation, perfect evaluation and incentive mechanism, and strengthen standardized assessment and evaluation mechanism, so as to promote orderly and efficient implementation of school physical education policies.
