      摘要:课程地位难以回归、课程政策难以落实、课程发展难以均衡,是制约我国基础教育体育课程改革进一步发展的困境所在。运用文献研究法,借助多元的研究视角,对上述3个基本问题进行了深入思考。研究结论为:1)新制度经济学理论的视阈下,体育课程基础地位回归的困境,是制度变迁与至善理想的艰难博弈,表现为原有制度惯性的难以克服,整体制度系统的复杂牵制,制度改革成本的巨大投入2)组织传播理论的镜像下,体育课程政策实行的困境,是组织传播的多重挑战,表现为组织传播内容的失效,组织传播结构的障碍,组织传播回路的隔阂3)社会发展理论的管窥下,体育课程发展失衡的困境,是边缘青少年资源获取的匮缺。由此,通过多元视角的尺度剖析现实发展的困境,以期为我国基础教育体育课程改革的有力前行提供有益思路。

      Abstract: Curriculum position is hard to guarantee, curriculum policies are difficult to implement and curriculum developments are hard to balance. These three basic problems limit the further development of new physical education curriculum reform in basic education in our country. Relying on the standpoint of general studies, the research has applied documentation method to analyze the three problems. Conclusions: 1) In the perspective of institutional economics theory, the problem that the basic position of physical education curriculum is difficult to return, is a difficult game between institution and ideal, which shows the insurmountability of original system, complex restrain of institutional system, and huge investment of institutional cost; 2) In the mirror of organizational communicating theory, the difficult implement of physical education curriculum policy is the challenge of organizational communication, which display the invalid contents, structure obstacle and circuit barriers of organizational communication; 3) In glimpse of social development theory, the unbalanced physical education curriculum development is the lack of access to resources for youths. This paper intends to provide some beneficial ideas to our physical education curriculum reform by using various perspectives to analyze these peoblems.
