      摘要:运用文献资料法、德尔菲法、深入观察法、问卷调查法、数理统计法等,构建了CBA联赛组织管理机制指标体系评价模型,并进行了实证分析。研究表明:在CBA联赛组织管理机制体系中,“具体联赛细节管理制度”、“联赛系统主体之间权力与义务分配”、“系统及其各子系统结构”等方面均存在较大问题。其根源在于以政府行政主导为主和市场主导为辅的“双轨制”使CBA联赛诞生的很多具有双重属性的系统主体,这些系统多元主体所具有的复杂多元参赛目标行为,对联赛发展产生很多复杂影响。建议分步逐次的推进CBA联赛改革:第一步,尽快完成篮管中心和篮协的脱钩,实现联赛所有权和运营权的分离;第二步,篮协、中职联和CBA公司达成共识,共同联合成立CBA联盟,建立联赛利益共同体;第三步,将部分运营权委托给俱乐部,激活俱乐部自身主观能动性;第四步,篮管中心以监督机构的身份继续充当联赛健康发展的监督者和主导者。

      Abstract: This study constructed an evaluation model for the organization management index system of CBA League and carried out empirical analysis by the methods of literature review, Delphi, in-depth observation, questionnaire and mathematical statistics. The results showed that the organization and management system of CBA League has problems in many aspects including specific league detail management system, the rights and obligations assigning among the league system subjects, and the system structure of each subsystem. The root of problems lies in “double track system” that mainly relies on government administration while market subsidiary in CBA League, a lot of dual attributes system subjects have came out. Their complex and diverse competition behaviors have complex effects on the development of the league. It is recommended that using step by step way to promote CBA League reform. Firstly, China Basketball Management Center should decouple with Chinese Basketball Association as soon as possible to realize the separation between ownership and operation rights of the league. Secondly, Chinese Basketball Association, CBA and CBA Company reach a consensus, acting together and setting up CBA Alliance to establish the interest community of the league. Thirdly, part of the operation right can be commissioned to club, and activate clubs’ own subjective initiative. Lastly, as the role of supervising agency, China Basketball Management Center continues to act as the supervisor and leader of the league healthy development.
