      摘要:采用文献资料法、访谈法、实地调查法,以北京市“高参小”实践为例,聚焦高校承接政府购买青少年体育服务的行动逻辑、问题并探索后续跟进策略。主要结论与建议:高校承接政府购买青少年体育服务实践中面临着责任意识需强化、场地器材需增量、国家课程需校本化、文化需融合、绩效需评价、利益需驱动等问题;建议从建立多方责任关系,强化高校与项目学校的责任意识;积极改善体育场地器材条件,推进义务教育国家体育与健康课程校本化建设;探索成立区域青少年体育发展协同创新中心,构建以对话磋商和硬性约束为双重保障的高校与项目学校合作文化;建立严格的评估监督体系,构建有效、合理、持久的利益均衡机制等方面提升高校承接政府购买青少年体育服务的针对性和有效性,旨在为深入可持续地开展“高校支持中小学体育特色发展”提供理论依据,为其他城市开展类似实践提供经验借鉴,为进一步完善相关政策设计提供理论参考。

      Abstract: Taking Beijing “universities participate in primary school education” as example, this paper analyzed the action logic, problem and following strategy of universities undertaking the government purchasing sports service for teenagers by the methods of literature, interview, and field investigation. Main conclusions and suggestions: The practice of universities undertaking the government purchasing sports service for teenagers faces problems that responsibility consciousness should be strengthened, equipment needs to be increased, national course needs to be school-based, culture needs to be fused, performance need to be evaluated, benefit needs to be driven. This study suggested building up multi-party responsible relationship, strengthening sense of responsibility of the universities and schools; actively improving the conditions of sports equipment, and promoting compulsory education stage national sports and health curriculum school-based construction; exploring established regional youth sports development collaborative innovation center, and constructing dialogue and consultation and rigid constraints for the double protection of the University and school collaboration culture; constructing strict evaluation and supervise system, and building up effective, rational, and prolonged interest balance mechanism to improve the undertaking buying government youth sports service of targeted and effective. This paper aimed to provide a theoretical reference for further sustainable development “universities support primary and middle school sports characteristic development”, provide a practical reference for other cities, and provide a theoretical reference to improve related policy design.
